luation committee. The brand of pipe and valve fittings shall be Swagelok、Parker、Hoke or other equivalent approved by the bid evaluation committee; *3.2.8 執(zhí)行機(jī)構(gòu)必須都安裝手輪，手輪為側(cè)面安裝類型。手輪應(yīng)該安裝在執(zhí)行機(jī)構(gòu)的支架上而不是閥門的閥桿上。手輪操作機(jī)構(gòu)不應(yīng)對(duì)故障安全操作和緊急關(guān)斷系統(tǒng)造成影響。手輪不能用于行程限位； All actuators must be equipped with hand wheels, which are side mounted. The hand wheel should be mounted on the actuator bracket instead of the valve stem. The hand wheel operating mechanism shall not affect the fail-safe operation and emergency shutdown system. Hand wheel cannot be used for travel limit; *3.2.9 氣動(dòng)執(zhí)行機(jī)構(gòu)應(yīng)選用彈簧復(fù)位形式，使其作用至故障安全位置。執(zhí)行機(jī)構(gòu)應(yīng)優(yōu)先選擇彈簧氣動(dòng)薄膜型，一些特殊場(chǎng)合也可選擇彈簧氣缸型； The pneumatic actuator should use spring return form to make it work to the safe position. The spring pneumatic diaphragm type should be preferred for the actuator, and the spring cylinder type can also be selected for some special occasions; *3.2.10 定位器應(yīng)帶在線診斷功能，實(shí)現(xiàn)在線計(jì)算填料摩擦力和供氣壓力分析； The positioner should be equipped with online diagnosis function to realize on-line calculation of packing friction and gas supply pressure analysis; *3.2.11 閥門定位器應(yīng)選用內(nèi)置4～20mA、非接觸式閥位反饋（不接受外置IP轉(zhuǎn)換器）； Valve positioner should be built-in 4-20mA, non-contact valve position feedback (external IP converter is not acceptable); *3.2.12 總成、測(cè)試要求：為保證調(diào)節(jié)性能，閥門，執(zhí)行機(jī)構(gòu)及其他附件應(yīng)屬于同一制造商。閥門及附件等必須在閥門制造廠總成，測(cè)試。提供原產(chǎn)國(guó)商會(huì)出具的原產(chǎn)地證書； Assembly and test requirements: in order to ensure regulation performance, valves, actuators and other accessories shall belong to the same manufacturer. Valves and accessories must be assembled and tested in the valve manufacturer. Provide the certificate of origin issued by the chamber of Commerce of the country of origin; *3.2.13 定位器應(yīng)為智能型，帶HART協(xié)議，應(yīng)為‘Exia’本質(zhì)安全型。采用 24VDC 回路供電的 4-20 mA 輸入信號(hào)； The positioner shall be intelligent with HART protocol and shall be \'Exia\' intrinsically safe type. 4-20 mA input signal powered by a 24 VDC loop; *3.2.14 最大允許的噪音標(biāo)準(zhǔn)是在1米處85分貝，如果處理聲源也無法滿足噪聲的最低要求，應(yīng)在得到買方的批準(zhǔn)后選用更高壁厚等級(jí)的管道、隔音設(shè)備、限流設(shè)備、消音器等； The maximum allowable noise level is 85 dB at 1 m. If the treatment of sound source can not meet the minimum requirements of noise, pipes with higher wall thickness, sound insulation equipment, current limiting equipment, muffler, etc. shall be selected after obtaining the approval of the buyer; *3.2.15 不得選用石棉、汞等環(huán)保法規(guī)禁用的材料作為儀表的零部件及填充材料。儀表的承壓部件不得采用低熔點(diǎn)的材質(zhì)，如鉛、鋅、鋁及其合金。調(diào)節(jié)閥的構(gòu)件，包括內(nèi)件和外件，均不得使用銅或銅合金，包括黃銅和青銅。 Asbestos, mercury and other materials prohibited by environmental laws and regulations shall not be used as parts and filling materials of instruments. Low melting point materials such as lead, zinc, aluminum and their alloys shall not be used for pressure bearing parts of instruments. The components of control valve, including internal and external parts, shall not be made of copper or copper alloy, including brass and bronze. 其他要求詳見招標(biāo)文件。 ?

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī): 投標(biāo)人必須是具有獨(dú)立法人資格的高壓外輸泵制造商或代理商，如為代理商投標(biāo)： ①必須提供制造商對(duì)本次投標(biāo)的唯一正式授權(quán)書； ②投標(biāo)人在當(dāng)?shù)匾婪ǖ怯涀?cè)的時(shí)間距開標(biāo)日滿三年，需提供營(yíng)業(yè)執(zhí)照等注冊(cè)登記的有效證件復(fù)印件； ③距開標(biāo)日三年內(nèi)，投標(biāo)人須具有同類產(chǎn)品銷售業(yè)績(jī)，需提供證明其銷售業(yè)績(jī)的合同或訂單復(fù)印件（具體要求詳見招標(biāo)文件），并由投標(biāo)人代表簽字或蓋章； 證書要求：投標(biāo)人應(yīng)提供閥門制造商以下四類有效認(rèn)證證書復(fù)印件，若認(rèn)證證書包含產(chǎn)品的類型、口徑、溫度和壓力等級(jí)其中的一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)須覆蓋本次招標(biāo)的產(chǎn)品對(duì)應(yīng)最高參數(shù)要求。所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。
① 壓力設(shè)備認(rèn)證證書：制造商應(yīng)具有并提供中國(guó)國(guó)家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A2(2)級(jí)）、特種設(shè)備型式試驗(yàn)證書和壓力設(shè)備(PED)認(rèn)證證書中的至少一種，且所有證書均應(yīng)在有效期內(nèi)；
② 低泄漏認(rèn)證證書（低溫范圍的證書）：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測(cè)試的TA-LUFT證書或ISO 15848 PART 1的認(rèn)證，投標(biāo)時(shí)提供有效證書復(fù)印件。
③ 制造商須提供閥門、執(zhí)行機(jī)構(gòu)如TUV或者Exida等權(quán)威機(jī)構(gòu)出具不低于 SIL2等級(jí)認(rèn)證證書，證書在有效期內(nèi)，投標(biāo)時(shí)提供有效證書復(fù)印件。
④ 制造商須提供電磁閥、行程開關(guān)如TUV或者Exida等權(quán)威機(jī)構(gòu)出具不低于 SIL3等級(jí)認(rèn)證證書，證書在有效期內(nèi)，投標(biāo)時(shí)提供有效證書復(fù)印件。
電磁閥、限位開關(guān)應(yīng)具有由國(guó)家授權(quán)的監(jiān)督檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證，須在供貨時(shí)提供防爆合格證書。防爆電氣產(chǎn)品滿足國(guó)家市場(chǎng)監(jiān)督管理總局公告〔2019年第34號(hào)〕《市場(chǎng)監(jiān)管總局關(guān)于防爆電氣等產(chǎn)品由生產(chǎn)許可轉(zhuǎn)為強(qiáng)制性產(chǎn)品認(rèn)證管理實(shí)施要求的公告》的要求，須在供貨時(shí)提供CCC認(rèn)證證書。業(yè)績(jī)要求：(1) 制造商自2010年1月1日至投標(biāo)截止之日，須具有至少2座國(guó)內(nèi)LNG接收站（規(guī)模不小于200 萬噸/年）低溫調(diào)節(jié)閥投用業(yè)績(jī)，其中有一個(gè)單項(xiàng)合同包含低溫調(diào)節(jié)閥供貨總數(shù)不低于20臺(tái)，且此業(yè)績(jī)合同中至少有1臺(tái)入口尺寸≥8"、磅級(jí)≥1500LB的低溫調(diào)節(jié)閥。滿足以上要求并且成功運(yùn)行超過1年以上視為有效業(yè)績(jī)。（2）投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件（“1.合同復(fù)印件相關(guān)章節(jié)”和“2.用戶使用證明或用戶調(diào)試報(bào)告”。如前述1和2無法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開發(fā)行文件”）。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱及類型（低溫調(diào)節(jié)閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬噸/年）、供貨數(shù)量、閥門尺寸、磅級(jí)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證前述業(yè)績(jī)信息，均視為無效業(yè)績(jī)。（3）投標(biāo)人所報(bào)的本次招標(biāo)低溫調(diào)節(jié)閥的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績(jī)中的低溫調(diào)節(jié)閥原產(chǎn)地以及制造商一致，且本次投標(biāo)低溫調(diào)節(jié)閥應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工。
投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績(jī)證明文件，包括1.合同復(fù)印件和2.報(bào)關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國(guó)際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報(bào)告，例如出廠檢驗(yàn)報(bào)告、制造過程檢驗(yàn)報(bào)告等。
質(zhì)量要求
制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO9001質(zhì)量管理體系認(rèn)證證書。
